If I download an album from iTunes at 128 kbps, and then proceed to burn those songs to CD, are they still at 128 kbps, on the CD?

Well, technically the burned CD (and all Red Book CDs for that matter) would play at 1.41mbps, regardless of the bit rate of the original source. But since MP3 is a lossy format, no increase in sound quality will result in up-sampling to 1.4mbps. It would still sound similar.
The bit rates of audio files can be deceptive. You may not know if the file was ripped to 128kbps and then later saved at a higher bit rate, essentially doing nothing but increasing the file size.
